One of the main principles of organic farming is that organic production is only used for seed and vegetative propagating material produced by the organic production method.
During the transitional period, the European Union Member States are authorised for use in organic production of seeds and vegetative propagating material not produced by the organic production method if the producers are unable to obtain propagating material produced by the organic production method.
The permit in Latvia in conventional seed and vegetative propagating material for use in organic farming shall be issued by the State Plant Protection Service (VAAD).
There are two types of permissions:
1) general authorisation – with VAAD Decision lays down the species or certain varieties, which has been allocated over the period under the general authorisation to use in organic agriculture (seed mixtures) seed, seed potatoes and other vegetative propagating material not obtained by the organic production method; these species shall be issued for individual permit, as well as a State fee for general authorisations will not be charged;
2) of individual permit – at the request of the particular natural or legal person has been authorised in a specified time period used in organic agriculture (seed mixtures) seed, seed potatoes and other vegetative propagating material not obtained by the organic production method; for individual permission is required to pay the excise duty.
If you need to receive an individual permit shall submit the following documents:
-% quot% An application for authorisation to use seed or seed potatoes which are not organically produced” or
„An application for authorisation to vegetative propagating material (other than seed potatoes), which is not obtained by organic farming method” (the most recent application submission deadlines for each group of species are listed in the Cabinet of Ministers 2009 June 26 Cabinet Regulation No. 485„ Organic Farming supervisory and control arrangements ”39) - see also section "Other information" - "Regulatory Enactments").

VAAD shall evaluate and take a decision 20 working days specified in regulatory enactments regarding organic agriculture to provide the latest information renewal (may require the applicant 10 working days to clarify information).
10 working days VAAD inform the person of the decision.
