Entities of Public Procurement Law, Law On the Procurement of Public Service Providers, Law On Public–Private Partnership, Law on Procurement in the Fields of Defence and Security and commissioning parties of Regulation of the Cabinet of Ministers No 104 of February 28, 2017 regarding the Procurement Procedure and the Procedures for the Application thereof to the Projects Financed by the Commissioning Party shall fill in public procurement notices in accordance with the regulations governing their form and content in the Publication Management System managed by the Procurement Monitoring Bureau. Those public procurement notices the contract value of which exceeds the limit set by the Cabinet of Ministers regulations on the procurement contract values are sent for publication in the electronic supplement of the Official Journal of the European Union.

The registration form for entities or commissioning parties must be completed to access the Publication Management System. The registration form filled in by entities must be saved, electronically signed and sent to the Procurement Monitoring Bureau or printed, signed and sent by post. The registration of commissioning parties is entirely electronic. Users shall prepare public procurement notices after authentication in the system.
