Receipt of services
Upon arrival in the registry office, accompanied by documents required to take receipt of services:
parents' personal identification document (Passport or identification card),
marriage certificate, medical certificate of birth of the child.
If the parents are married, childbirth can register one of the parents.
If the parents are not married, in recognition of paternity, the child's father and mother in person by submitting a joint submission to the General Registry Department or a notary publicly affirm the submission. An application for recognition of paternity may be submitted upon registration of birth of the child, as well as after the birth of the child is registered, or even before the birth of the child.
The child's surname is determined by the parents' surname. If the parents have different surnames, the child in accordance with the agreement gives the father or mother's surname. If the parents cannot agree on a child's surname, it shall be determined by the Orphan's court decision.
The father of a child who was born a woman during marriage or not later than 306 days after the marriage has terminated by her husband's death, dissolution of marriage or marriage annulment, it is considered the mother of the child (paternity allegation, CL Art. 146).
In the new-born child personal identity number is assigned all at once, registering the birth of the child.
If a child is born in another country, or any of the parents is a citizen of another country, the personal identity number for the child requests the relevant country's embassy or the Republic of Latvia’ s Office of Citizenship and Migration Affairs in any department.
