Important! An e-signed document has legal effect only in an electronic, unprinted way!
In Latvia, it is possible to sign documents using:
Regardless of how you are signing documents, the result will be the same – an electronically signed document with legal effect.
Three tools are available to support e-ID:
Identity assurance with eParaksta tools shall be equivalent to on-the-spot verification of identity by producing a personal identification document.
The law of electronic documentsState and local authorities shall be required to accept electronically, documents signed with a secure electronic signature (eParacsts) from natural and legal persons, so that any written information or request may be submitted remotely to the national and local authorities using an e-document. The e-document may include requests for information and information from institutions, applications, authorisations, certificates and licences, the submission of prepared forms, and the submission of reports, reports and statistics.
The documents forwarded to the Authority must be examined within a reasonable time limit, taking into account the urgency of the matter referred to in the application, but not more than one month.
For electronic communication with national and local authorities, the following may be used:
If you make lists with authorities on issues that are general and not relevant to a particular person, you do not need an electronic signature, but you can use it. For example, if you want to find out in your local government when the municipal road will be repaired. However, for questions where the institution has to deal with your case and give you a formal response, such as the granting of a benefit, the document will be required to be signed.
Signing documents with eParaksta is the same as signing them in paper format - You need to sign with eParakstall the documents you would have signed if you did so on site.
Business operators may use eParaksta on a voluntary basis, by mutual agreement, for example by sending invoices, acts, contracts, letters, etc.
For signature of contracts, invoices, submissions and any other type of document separately or by means of recording and accounting systems incorporating eParaksta functionality. eParakstam shall have equivalent legal effect to a paper-based signature.
A single document can be signed by more than one person, so it can be easily used, for example, when signing contracts.
In turn,The law of electronic documentsrequires that companies registeredin the register of public service providers, have an obligation to accept and respond to electronically signed documents (by signing the reply document with a secure electronic signature and sending the customer to an e-address or the specified communication e-mail).
Entrepreneurs can use a common access tool to create their own portals and service environments, saving costs for purchasing new authentication tools and enabling customers to use a single authentication tool on different business portals.
Operators whose services require an application on a specified sample form may provide public access to the relevant forms in an editable form and the possibility to download them so that it is possible to complete them electronically and to sign them with eParaksta.
If you need to authorise someone or have an authorisation to act, such as movable or immovable property, you can arrange it electronically. Using Latvian Sworn Notary Client Portalwww.latvijasnotars.lv, consultation with the notary may take place in video mode (requiring eID card with PIN codes issued by PMLP), and notarial activities can be performed remotely. Thus, a person who, for example, is currently in long-term absences abroad does not have to take the path to Latvia to give someone a mandate to act in his or her interests – for example, to deal with property management issues etc.
A notary may issue a derivative (extract) thereof in the form of an electronic document after the issuance of a power by signing with the eParacsta and adding the time stamp. It may be transmitted electronically to the authority which requested the authorisation.
